Primary Purpose of Job: Assist Environmental Project Managers (EPMs) on environmental due diligence and spill/release response for all facilities in development, open and closed, within areas of responsibility.  All work will be conducted to minimize company environmental liability and to achieve new facility growth and the completion of all projects in an efficient, cost effective and timely manner.  On certain projects or in specific markets, take lead EPM role under supervision of Senior EPM.

 

Major functions:

 

Provide environmental due diligence support to specific markets for facilities in development, including Phase I Site Assessments, Phase II Site Assessments, Asbestos Surveys, Underground Storage Tank Closures, Wetland Delineation, Endangered Species as applicable.

  1. Provide a summary of findings that outline the issues, risks, and associated costs when applicable.
  2. Utilize technical skills to provide cost effective solutions to address environmental issues on sites, presenting all options available.
  3. Provide detailed environmental costs to be utilized in cost estimates for each store, ensuring cost estimates reflect sound environmental practice, industry norms and available historical information.
  4. Attend and provide Environmental guidance in the following meetings:
    1. Environmental/Geo 1 on 1 meetings
    2. Review meetings for sites with contamination
    3. Bid Meetings for sites with contamination
  5. Maintain involvement in new sites from development through construction to address environmental issues and environmental requests for information. (RFI’s)

Evaluate and Assess company risk and liability.

  1. Utilize technical expertise to assess short term and long-term risk and liability.
  2. Utilize established processes and procedures to present recommendations and to discuss and inform all internal and external team members on risk and liability for the company to assist in making business decisions.
  3. During the QA/QC process, ensure that all work products, designs, contracts, etc., meet all company standards and regulatory requirements toward minimizing risks/liability.

Manage all the Environmental matters associated with closing or selling QuikTrip stores or facilities under supervision of the Senior EPM.

  1. Direct, track and manage the completion of the tank removal (if applicable), closure documentation and baseline assessment.
  2. Utilize technical skills to provide cost effective solutions to address environmental issues on QuikTrip sites, presenting all options available.
  3. Oversee the coordination of all work with the Authority Having Jurisdiction (AHJ) and provide direction that represents QuikTrip’s best interests.

Assist in managing contaminated QuikTrip properties.

  1. Direct, track and manage the completion of Remedial Investigations, Risk Assessments, Remedial Installations and periodic monitoring and sampling for all open and closed stores within the area of responsibility.
  2. Utilize technical skills to provide cost effective solutions to address environmental issues on QuikTrip sites, presenting all options available.
  3. Ensure work will be conducted within all regulatory requirements.

Regulatory Interaction.

  1. Review and interpret regulatory requirements and all other applicable codes and regulations per company standards.
  2. Effectively communicate with AHJs, regulators, and professionals of record.  Respond to AHJ requests for compliance information and following inspections in a timely manner.
  3. Utilize company processes and procedures to modify documentation to reflect current regulatory standards.
  4. Maintain records on all facilities to ensure proof of compliance to local, state federal regulations and company standards.
  5. Utilize processes and procedures to train and educate key internal and external team members on ramifications of code/regulatory interpretations.
  6. Regularly review requirements and update company documentation as needed.

Manage and maintain consultants and contractors.  Maintain Emergency Response consultants and contractors that respond to fuel or other spill related emergencies at all QuikTrip facilities as well as respond to and follow up on off-site carrier spills associated with QuikTrip.  All EPMs are on call 24/7.

  1. Prepare and Manage Professional Service Agreements.
  2. Evaluate quality of services and costs for consultants/contractors and hire/terminate relationships as needed.
  3. Conduct Annual Evaluation utilizing the QT Consultant/Contractor Evaluation Form and Procedures.
  4. Negotiate and approve costs associated with QT provided Scope of Work and Change Orders.
  5. Facilitate training for newly hired Consultants/Contractors and provide ongoing training (or retrain) as needed.
  6. Provide QA/QC for Consultants/Contractors work/product to ensure accuracy.
  7. Ensure professional  services and contractor invoices are reviewed for accuracy and paid on time.
  8. Determine if projects will utilize internal or external resources.

Ensure all company-generated waste is properly disposed of at approved waste facilities.

  1. Provide and communicate a site-specific plan to manage all company generated waste.
  2. Track disposal costs and manage recordkeeping for all disposal manifests to minimize QuikTrip liability and for annual reporting to state agencies.

Assist in preparing and managing the Environmental Reserve and Lease Hold Abandonment Budgets/Expenses.

  1. Prepare and present Environmental Reserve and Lease Hold Abandonment Budgets specific to QuikTrip Divisions for approval annually.
  2. Manage the Environmental Reserve and Lease Hold Abandonment Budgets and control costs specific to QuikTrip divisions.
  3. Review and report on the budgets each month and provide explanations for variances to budget.
  4. Forecast remaining fiscal year expenditures in each category each month as determined by departmental guidelines.
  5. Review and approve all invoices specific to the work completed in the QuikTrip Divisions in a timely manner.

Inside the Company: Operations, Real Estate, Civil, Construction, Facility Support, Petroleum, Design Group, Information Technology and Legal

Outside the Company: Drilling/excavation contractors, environmental consultants, compliance and UST contractors, government agencies, analytical laboratories, and emergency response contractors.

 

Position Specifications

Required education: Bachelor of Arts/Science degree in Environmental Science or related degree. One to three (1-3) years’ experience in environmental project management (including  Phase I & II site assessments).  Environmental field work experience as well as a general knowledge of UST systems and monitoring equipment.  Critical thinking and problem-solving skills. Strong oral and written communication skills, detail oriented and the ability to be self-motivated.

 

Desired education: Master of Arts/Science degree in Environmental Science or related degree. Three to five (3-5) years’ experience in environmental project management (including Phase I & II site assessments, site remediation and monitoring).  Environmental field work experience and in-depth knowledge of UST systems and monitoring equipment.  Experience with on-site crisis management. Strong computer skills in word processing, spreadsheets, and database management.

Starting Salary: $70,600-$88,300
